There are surprisingly many calls for kayak rescues. People think of kayaks as benign, eco-friendly things. They buy or rent them, come up here, and get out in the middle of tide rips or big currents without any idea what they're doing. And even very experienced kayakers can get in trouble -- a few months ago we lost a highly experienced and very skilled kayaker who got caught in a sudden storm. I looked at the stats a few years ago for a case I was doing and was appalled to find that there were so many kayak deaths for such a small county. Don't recall the number now, but it was several deaths each year and numerous incidents from kayaks (and canoes, lumped in with them), while only one death in, as I recall, three years from any other kind of boat. But don't quote me on that, as I don't recall the precise numbers. We also lose several scuba divers each year who don't realize how hazardous our waters are. This place looks beautiful from the shore or the deck of a ferry, but out on or under the water it's a different picture.

And I think people doing dangerous things who require rescue should pay (or, if they
are underage their parents should pay). I do not wish to subsidize behavior I do not
approve of. I wouldn't outlaw ir but I do not want to pay for it.


I agree absolutely. But we don't require it, and you do subsidize such behavior (in the same way as you subsidize drunk driving through your insurance rates and uninsured motorist coverages).
