I see you have been taking economics 101 from that 'India is made up of 600 kingdoms' fund manager of yours. Bihar is a liability if you want to setup a plant there. Manufacturers can setup plants anywhere (which is where they look to various factors ) but sell it all over India. What would you know when your economics advisor teaches you India is made up of 600 kingdoms.
