If it's in the big markets and actively traded, it can be shorted if you have a good broker who can find shares to lend you... the problem is, some will short it before they lend it to you... so the common answer is: No shares available to short... esp on small float stocks.

Remember that some brokerages used to require cash only on IPO's... those cash shares can't be loaned out by the brokerages without express consent.
