My theory- no evidence of course - is that the govt't simply could not risk letting the people know they could not protect them from terrorists and they looked for a scapegoat who was easily frameable ala Richard Jewell in Olympic park bombing. If McVeigh just let off a bomb killing so many --I cannot believe he would surrender so meekly to the first officer knowing he faced execution or life in prison. JM
