My theory on inexplicable traffic slowdowns is tractor beams.

Tractor beams are a staple of Star Trek and Star Wars, they're a strong magnetic force that one spaceship can use on another.

Some places don't want cars to go fast, so they use tractor beams to slow them down. It took me many years of driving on the Beltway and I-66 to come up with this theory, but I think it's a good one. They have really strong ones in Falls Church. Traffic travels briskly on most of I-66, except that it always slows down along one stretch between Clarendon and Falls Church City, for no reason I've ever been able to determine.
