Technically, the Temp file is not created by QCharts itself - it is created by the ContinuumClient.DLL which provides the Quote.com QFeed data services to QCharts and any other applications that use QFeed.

Deleting the Temp file is not a silver bullet solution to every problem. Having it around can speed up the operation of QCharts because it caches things locally so that the program doesn't have to go to the server. Data is not cached in the Temp file so getting rid of it won't help there. Where it can help is clearing the cache of a "not found" response to an IPO symbol that hasn't yet priced. That's about it.
