I would expect Intel to charge for these systems - the idea being that giving something away for "free" implies little or no value for that "something". By charging an appropriately high price, Intel implies that the product has an inherently high value - and that the purchaser will have made a financial commitment to the product - and will have a real incentive to use and develop software for that system.
