But it seems from last years turn down, Richmond city council isn't. rpl.richmond.bc.ca >>Aside from his concern about the agricultural land reserve, he said that he felt horse racing was a form of gaming and that council is on the record as unanimously being against expanded gaming in the city. But he's willing to listen to what the developers have to say.
