There are jockeys who are short, and jockey shorts you wear. But which stock jockeys are truly good when it comes to picking shorts?

Often, the best information on racehorses comes from the folks in the stables who groom, feed and run the equines daily. Yet how often do we hear from corporate decision-makers who spend hundreds of millions a year on hardware and software?

As it turns out, the sell-side analysts at Salomon Smith Barney check the pulse of at least 50 chief information officers at Fortune 500 companies about every six weeks. And in their latest telephone survey, the folks at Solly had the gumption to ask which three technology companies they would invest in today and which ones they think are headed for the glue factory.

While more than half of the tech officers contacted declined to point the finger at potential shorts, the only clear-cut favorite of those who responded was Compaq Computers, with 10 mentions. Between the computer-maker's previous leadership problems and cutthroat competition from direct-seller Dell, the CIOs indicated that Compaq seemed basically rudderless. According to some of their brief responses, the tech execs said that the Houston-based company "was challenged by too many vendors with better cost" and had "no direction." Others thought Compaq was "struggling" with reorganization and "dealing with price rather than quality."....
