What I'm saying is what happend , I'm not here to interpret the law for you. The investigation into ALCO continues and If Russel Armstrong paid bribes than he should have 1099'd them , but since tax evasion was part of his game A@P, did it for him before reporting Russell to the SEC and the IRS.
It was just like taking out the trash.
