RS data for all nyse,amex and nasdaq stocks can be found in Investor's Business Daily. You can screen stocks using relative strength as a criterion using several services, including Telescan.

For larger cap stocks, ValueLine might be useful. Their timeliness ranking is based on relative strength of price and earnings. By looking at their table for 5 for timeliness, and narrowing your list by some other additional criterion (for example negative earnings and absence of dividend, which are easy criteria to identify in the VL page that I am referring to, or by checking the price RS in IBD), you will identify some larger stocks that are really broken, and many of these will have options. Probably you should check to see that the options are traded frequently, otherwise the options MM's will clean you out on the bid/ask spread.
