Extending the logic of your implied assumption, they are waiting for a price lower than the recent lows (4 3/16) to accumulate their "full position." Allowing for the best case - and as usual your implied assumptions are the best case stretched to the point of snapping - this "institutional investor" who is "building a position" isn't interested in filling the position at 6 or 5 or even 4. In your hyperbolic best case, logic holds that they don't feel strongly enough to fill the position at current prices. That is not a convincing best case.

When a "best case" assumption is as illogical as yours, it is a very good bet it is a flawed assumption, especially when the proponent of the assumption has a track record as poor as yours has been with this company.
