I would not want to sic the IRS on him, but probably not for the reasons you might think. Though I do not like the organization as a whole, most of their employees are clean-living decent human beings. Why would I want to cause them the kind of aggravation that you suggest? Probably better to let him find his own punishment on his own initiative. There are a lot of guys out there just laying wait for one like him. Be patient; he will find them or they will find him.
