GW's focus is locking up the pushers, not necessarily, the young users.
Unfortunately, too many of the young users are also pushers. If they go
this far, then they should be punished just like any old pusher.

The number of juveniles incarcerated by the state of Texas under GW's administration has tripled. This is one of the biggest justice system changes that have been made under his watch and is due to his administration's efforts. I believe most juveniles locked up in the state system have not been arrestedÿfor pushing but for simple possession or for possession followed by other offenses like probation violations. I'm not saying that's bad. In fact, if being locked up forces people to discontinue a destructive path and causes them to turn around, it is actually good. What is not so good that most juveniles with drug use histories are not receiving CD treatment to reduce their chance of going back to the same thing again when released.

I think in another post you stated that alcoholics and junkies don't deserve taxpayer money being spent on them to try to get them to change their behavior. I agree with the literal words you wrote - they don't "deserve" it. But there are good, pragmatic reasons we should be spending public money on programs to get people to give up their substance abuse, assuming of course the specific programs in question are effective. Effective treatment is a lot cheaper than long term repeated incarceration. It's not just a question of whether they deserve it. Effective treatment programs, especially for juveniles, are in everyone's best interests.
