Your "logic" escapes me. Institutional investors typically do not like their intentions know until they complete their positions.
Period.

To assume that these investors are automatically not revealing their intentions because they are expecting lower prices is just that: an assumption. But if you wish to believe it, go ahead and do so, even though it doesn't make sense.
