The answer that eludes you is contained in your own answer:

"....until they complete their positions."

By your logic, they have not completed their positions because they have not reported their holdings. My point: If they cannot complete their positions at under 6 - it has been under 6 for over a month - they must be looking fo rlower prices to "complete a position."

In other words, if the stock price were tracing higher over time, one could understand their not being able to "complete their position."
