I am so afraid to tell you that you are wrong. Where does this prohibition come from by the way. I see no mention of it in rule 10a-1. Indeed, there was a proposal recommending that a prohibition of shorting ipos be in effect for only 10 days (not even close to 30)--however this is only a proposal. See this link sec.gov

it takes three days to get the shares after an IPO and I have shorted on the 3rd day. Anything before 3 would probably be a naked short -- and that dear boy is illegal in this jurisdiction.
