Browsing in search of empirical evidence, I encounter this:

The response of the great democracies to Hilter's oppression and attempted extermination of the Jews as well as his attempt at global hegemony is evidence to the contrary of your assertion. Life was sacred then and the free world responded with unbelievable determination and sacrifice to snuff out the 100 Year Reich and the other Axis powers.

The German extermination of the Jews and the Japanese atrocities in China proceeded merrily for years with no response at all from the great democracies. Until their expansionist tendencies intruded directly on our spheres of interest we were perfectly content to sit back and watch.

I think you need a better example.
