IMO, the stock is down on tax loss selling by mutual funds. Bill had been over 60% owned by mutual funds. I bet we see that number drop significantly.

The resignation of the president was not the usual company on the skids management shakeup. The president who resigned stated that he was not going to sell any shares. He still has a lot of confidence in the company. In fact, he purchased shares as recent as August. From BILL's press release:

Mr. Saltzman stated, "We have made several organizational changes to support the proposed separation of the LEC Billing and Software divisions which now must be re-evaluated in light of our decision not to proceed with the separation. One such change was the election of Jacquelene K. Mitchell as President and Chief Operating Officer of the LEC Billing division. Jackie has brought many
new, fresh ideas to the management team, and she continues to do an outstanding job as the new leader of this division. I have complete confidence in Jackie and the management team under Parris' continued leadership and vision for the Company. I will remain a significant shareholder."
