Magellan and Ionics Circuits Ship First Low-Cost, ORBCOMM
OEM Modem

SANTA CLARA, Calif.--(BUSINESS WIRE)--Sept. 7, 1999--Magellan Corporation of Santa Clara, Calif., a unit of Orbital Sciences Corp.
(NYSE:ORB - news), and Ionics Circuits USA of Milpitas, Calif. announced today the shipment of the first Magellan designed ORBCOMM
OEM satellite modem.

Ionics Circuits, which has already begun production of the Magellan OM satellite modem, is planning to significantly increase production in the
upcoming months to fill orders that Magellan began accepting this summer. The OM satellite modem is also available through Magellan
Wireless Communications' dealer network, which is listed on the company Web site at www.magellangps.com.

The Magellan OM satellite modem is a complete ORBCOMM VHF transceiver with an integral 10-channel GPS receiver that offers system
integrators a robust positioning solution for mobile tracking applications. The satellite modem and GPS receiver are both fully Y2K compliant,
and worked flawlessly during last week's GPS End of Week Rollover.

Magellan and Ionics began their business relationship with the formation of a manufacturing agreement in July that is aimed at providing low
cost, high performance OEM products to the wireless marketplace. Under the agreement, Ionics Circuits is responsible for producing the
Magellan OM satellite modem, which uses the ORBCOMM low-earth-orbit satellite constellation for bi-directional data communications.

``The agreement provides Magellan with state-of-the-art manufacturing and quick turnaround capabilities,' said Thomas Hunter, vice president
& general manager of Magellan Wireless Communications.
