When PC's first arrived on the scene they were seen as freeing users of the shackles put on them by MIS departments and lowering the price of delivering computing power. Recentralization of computing is now seen as freeing users of the responsibilities inherent in maintaining PC's (which are substantial) and lowering the price of delivering computing power. Interestingly, both viewpoints are/were correct -- times have changed.
