When agents and administrators "close ranks," there's a conspiracy of silence. It's purpose is to retain their jobs, retain their budgets, and ultimately to retain their power.

In the process, it appears they may have altered evidence, destroyed evidence, mutilated the dead, perjured themselves, exceeded their authority, lied to try and obtain a warrant, lied to their superiors...all this from a branch of government that's been sworn to uphold and enforce the law.
