I hate to see virtue and utilitarian purpose in the same sentence. Its a little disconcerting. Obviously, the collective is better off when the citizens are virtuous. I can't think of one instance when a secular code of virtue has been applied and its worked. Marxism has been an abysmal failure. Some say Maoism has worked, but hundreds of thousands of dead Chinese may disagree.

There have been several constructs such as Objectivism and other theories, but it seems that attempts to replace faith based belief systems with secular belief systems always lead down a blind alley.

If we are strictly utilitarian animals there is no incentive to virtue. It leads to nihilism and self destruction.
