Elmer, I'm not a process guy, but let me bounce off you what I imagine burn-in might do to improve reliability. Does it accelerate failures of pin-hole, metalization and other flaws that would turn into DOAs or ELFs in the field? If so, better to eliminate then in the factory than ship them. Of course, root cause analysis and corrective action is preferable to burn-in, a form of bandaid. In the long run, it's cheaper too, as you say.
