Having been a part of an evaluation team for off-the-shelf RTOS's a few years back, I would would like to respond to your question.

Before RTOS's such as pSOS, vxWorks, etc. were available, most RTOS's were home grown. With each new product we offered, all kinds of dynamics such as processor selection, tighter real-time requirements, new compilers, languages, etc would always force us to revisit and spend resources redoing the last OS. For that reason (among others), I would suspect that most evaluation teams are ( and would need to be ) intimately familiar with the relative strengths of competing RTOS venders.

In our case, among all the RTOS's, vxWorks, along with the tools, support, extensible architecture, etc was a clear winner. We are not married with any one OS and continue to evaluate competitors with each new product we introduce. To WindRiver's credit, they remain far ahead of the pack and have remained our OS of choice.
