The problem is not the cut in spending due to Y2k,
but the problem is that the "work is done. People
were packing their bags and go home".

Another argument is the fact that Y2k was easy
money. Management was in a kind of "no matter
what is cost, it need to be done." Usually it
is a lot harder to sell consultancy and project-
management.
