Yes, things are done differently in Mexico. I'm somewhat familiar as I have some property down there and have an american friend who has a business there. Now, I also know what it takes to get what you desire done down there. It is a matter of politics or guns....either seems to work about as well and cost about the same. If you try to accomplish things in the traditional US manner it will simply never happen. I know a company had electric poles and wires run in to their facility. Over a year later the current had not been turned on. They "visited" the Mayor of the town...a couple of thousand dollars later the power was on the next morning. You have to understand it is a whole different culture, with their own methods and standards. They are not us and do not want to be.
