There are some serious effects to this. One being that since everyone wants to be on the exact top when The Shift happens, all accomodation in Gisborne, Godzone [the Exact Top] - newwave.co.nz - is booked solid for the last half of December 1999 and the first half of January 2000, and has been for some years now. There are efforts being made to provide temporary housing but they have been limited due to bottlenecks in the production of tarpaper - gisborne.govt.nz
