Since alcoholism is covered under the ADA I wonder when there might be a lawsuit against the different levels of government for excessive taxes on alcohol. That is really taking advantage of a person's disability.

Now that I brought up taxes I have a question about the Lottery. If a person bought a ticket say 3 days before the drawing and it became the winner and he held it for a year and a day before cashing it, would the winnings be eligible to be taxed as a capital gain? The gain wouldn't be realized for over a year.
