A violation of securities laws CAN be criminal, but is always a civil violation and is ALWAYS "illegal" ! I think you need to go back law school. How can something be both a civil violation and criminal at the same time. You need to think before you write. It will either be criminal or civil, but not both dearie. By the way--if you cite Black Laws Dictionary in any legal writing---you will be laughed at. Ask any attorney (good attorney).
