Oh, the idea would certainly work for the limited range cells I described but it's just that - an idea. One would need a lot of money just to provide the source and end user equipment necessary to set up and cover one single city. What's to prevent someone else from attempting it and remember that they could buy the amps from any one of a dozen or so manufacturers. There are other issues involved here too. Not only would it be a very complicated matter trying to keep everyone's incoming and outgoing "requests" separated but that bandwidth is going to be divided between the number of subscribers currently "on the air" so to speak.
