Charles, we discussed before the difference between "understending" and "intent" . When you read the document, the agreement is an understanding, but the timing is an intention ("with the intent of having ...completed by Sep. 24"), that is why one experienced with GRNO's prior problems, may indeed think that at least the timing might still be "conditional.

Hey, someone has to keep that IEI down here.
