If you want to look at the ordinance go to the public library. If there's more than one, go to the main one. Or do it by phone. Call the reference desk and ask about it. Laws have to be publicly disseminated, the police don't write them, they just enforce them.

I wonder what the purpose of the law is. A tarp protects the vehicle from weathering, so it's not a bad idea to tarp it, but I don't think the town is that concerned for your well-being. My rowboat is always tarped. I have a big tarp and big bungee cords, it doesn't take long to put on or take off.
