I imagine the situation would be dubious, legally. The UN never recognized the annexation, which I suppose makes it illegal, but I don't think E. Timor was ever recognized as an independent state either. I don't have the chronology at my fingertips now. I have some books here that deal with it; I'll read up after today's excursion.

The original annexation was not protested by the US or its allies; Fretilin, the group which would have taken control of an independent E. Timor, was generally believed to lean left. I don't know for a fact that we encouraged the annexation, but we certainly didn't oppose it.
