Sampling is far more accurate than the hopeless attempt to search out homeless and hiding people. I worked on the 1960 Response Variance Study in which we reinterviewed a sample of first time housing units. We found more people, misclassified people, and lots of fun stuff. We did the jails, and hobo camps, and flophouses. What a gas! We found lots of people we had missed the first time. As for hiring non citizens, got to do it. The enumerators jobs are lousy, and there are not even enough unemployed Democrats to do the job. Rather than use unemployed Republicans (who probably can't even count, much less sample) we have to comple for the smart, ambitious immigrants.
