Michelle, I'm not sure about the nuances of Texas education either. From the limited information I have read they allow more retired or semi-retired business people to become involved in education, without having to jump through all the hoops of teacher certification. I've also seen a wonderful experimental programs in Texas (shown on PBS) where the principal is truly empowered to do what he/she see's fit to involve the community and parents in the school.

When you look around the country and measure performance vs per-capita spending per pupil, there is little correlation between money spent and quality of student achievement. After all, probably the worst school district in the country is Washington D.C. and I've heard they spend nearly 10K per pupil per year to educate them.

The real problem with public education is the system is disconnected from the customer. Superintendents, principals and administrators view their funding source as the customer, instead of the kids and parents of the school. People do what you reward them to do. If we reward superintendents based on how much money they can can garner from the electorate or politicians, the outcome is assured.

The other major problem relates to the fact that managers of government education haven't a clue about sound management practices. They are simply ignorant in the systemic knowledge of organizational Leadership. How could they know? In most cases no one taught them.
