Your second sentence is true.

Your first sentence is contrary to the international reality the past 20+ years.

The Times Atlas of the World (that's the London Times) shows all of Timor as part of Indonesia and doesn't even show as dividing line down it suggesting any possible division.

The map of Indonesia in the CIA Factbook shows Timor as an undivided part of Indonesia. It shows Timor as one of 24 administrative divisions and not even one of the special divisions. It does acknowledge "Disputes—international: sovereignty over Timor Timur (East Timor Province) disputed with Portugal and not recognized by
the UN; two islands in dispute with Malaysia." But note that the dispute is between Indonesia and Portugal, not an issue of a free Timor.

I think it's pretty obvious that the world has recognized Timor as a functional part of Indonesia for years, and I think as less of an issue regarding independence than Tibet or Taiwan.
