Sure, but when the Constitution demands something impossible -- like enumerating everyone -- the government needs to do the best it can to satisfy the demand. Since most experts acknowledge that sampling is a more accurate way of obtaining a total count of every group than merely counting heads of people of a single group it appaers that sampling is the best way to go. Since the Consitution does not forbid sampling as a way of enumerating it is perfectly legal. When we were sampling and found people who were missed we added them to the enumeration, thus making it more complete. You might be surprised at how many people we found who were listed as fathers in two families, or were enumerated several times under different names. Lots of errors that need to be corrected.
