Again, I think the real truth about Waco is that law enforcement decided to show "criminals" that they will be apprehended or killed, regardless of how many innocents are taken with them. Some countries do follow this policy in hostage situations.

I am not saying this to defend such a policy, which troubles me. But applying Occam's Razor, it is the simplest explanation that actually explains why this happened.

And, yes, there would be a cover-up of this, as it would be an unpopular policy to publicly announce.

I think that is the big picture. Everything else is a bleak detail that cannot help to solve the question as to what was in these people's minds. I think my guess is accurate, and does explain everything while exposing a bigger issue that is not generally discussed because we tend to lose the forest for the trees.
