The military seems to have effectively taken over the government already. It will be very interesting to see how this shapes up over the next few weeks. They may try to keep Habibie as a figurehead, they may take over instantly. It is interesting to note that Megawati has come out strongly opposed to Timorese independence...

A return to military rule in Jakarta would be a major obstacle to constructive change. That is why the timing on this Timor crisis is so bad for the reform process in Indonesia. Just when the attention of the country needs to be on internal reform, it allows the military to rally support around resistance to the dreaded Nekolim. Nothing like the bogeyman outside to divert attention from the economic issues inside.
