I don't have time to check this story out, but I remember it as it was told to me, many years ago, in school.

It went this way: Philadelphia, Boston, and New York City (and perhaps some other cities as well) were all squabbling over which one of them would get to be the country's capital. Making Philadelphia the capital would give Pennsylvania too much power in the new Union; Boston -- Massachusetts, and so on down the line. So the Wise Men got together and said, "Let's build a new capital, on no man's land, so that no one state will be elevated above another." So Virginia and Maryland both (for a sum) donated a piece of land towards the new capital -- and this is how the Federal District was born! Ta-Da!

Makes a good story, anyway...
