They don't need to explode any more bombs. Just letting them go did incalculable damage. It signals to terrorists around the world, USA's policy isn't Zero Tolerance any more, it's "Let's see it from the bad guy's point of view".

Ya know, those guys who blew up Pan Am Flight 103 over Lockerbie, they must have been pushed pretty hard to do what they did. Havn't they suffered enough?
