My thoughts are this was CIA stuff, not so much planed ahead
but the stand off situation was exploited to test out some highly secret and advanced mind control devices.

The CIA has been diving into that area that for years.
I also think a lot of the loud music they blasted at the
Dividians was either laced with subliminal "kill your self"
messages or used to mask residual high frequency sounds
of that nature that were beamed towards the complex.

Like if I beam in a strong subliminal message and run loud
music at the same time, any one in the background out of
the "beam" will not be able to record the subliminal message
without the loud music enough residual of the beamed in
message might be picked up by outsiders if they were taping
( it would not be audible however it would be electronically
viewable ) however loud music would mask most or all of that.
That the CIA got involved I don't doubt, but I don't think
Waco was planed ahead to be for that purpose, the CIA just
exploited the situation.
