I have a problem with this speculation. I personally can think of many other expenditures of US funds and effort that I'd rather see. "The military education and training"...."professional soldiers who respect human rights and civilian authority"

Would anyone like to submit a laundry list of central and south American military dictatorships that have enjoyed our (US) largesse in this area and went on to make the above premise laughable. It's my understanding that the Indonesian military has also been "educated" to some degree by our own. Must have left the respect for human rights and civilian authority aspects out of the syllabus? 8-{
