Try calling the MSFT number -- they'll tell you what you want to know. I think I hit options #5 and #5

#5 = sales rep
#5 = "other"
There was no wait!

Upgrade means you are installing over a previous version.
Full Package means stand-alone and might include some (non-essential) extras.
Even if you get the upgrade version you can do a clean install as long as you have an earlier version of Windows (I'm pretty sure).
