GBLX stock flashed a technical buy signal (9/13/99).

This is the first such signal on our technical system since 1998. At that time, GBLX went from from $20 to $60 a share in less than six months.

Technical signals such as these are a highly accurate indicator of stock price movement out 3-6 months. As a result, we are initiating a "Strong Buy" rating on GBLX and (by proxy) FRO and establishing a price target of $70 on Global Crossing stock.

Other factors leading to this rating include:

* Global has established itself as the one true global telecom play for the new millenium.

* Exploding bandwidth demand will launch Global into an internet/voice/data service provider, not merely a cable operator. Bandwidth demands are increasing exponentially.

* The addition of Frontier (FRO) to the Global Crossing family is a near certainty. Frontier will enable Global to span the US and provide web hosting and assiciated internet services to industry and individuals as the "low cost supplier". Global is the "first to market" player in the worldwide telecommunications markets.

* We expect Global to establish market dominance as a result of key strategic partners, such as Microsoft, AT&T, and Softbank of Japan. These partners will contribute to Global's success in fending off all potential rivals.

* The markets, in our opinion, have greatly underestimated the management team at Global Crossing. As a result, they have provided an enormous opportunity for the investing public to purchase GBLX stock at a greatly depressed price to intrinsic value. We believe Global Crossing stock is currently being manipulated downward by big market players in an attempt to lock in a 10-12% arbitrage profit prior to the closure of the Frontier buyout at the end of this month. We expect GBLX stock to experience explosive upside momentum as it becomes clear the Frontier merger is a near certainty.

Price target established at $70, near term $35 by closure of merger.
