Seriously, it is to manipulate retail buying and selling. There could not be any other reason as long as the brokerage house trades in the security for its own account. How could any "outfit" DOWNGRADE something they themselves need to unload, for example, or UPGRADE something that they want to start buying now? It could never work like that. The public gets the upgrade/downgrade at the time when their expected response will most benefit he who issues it. Land_Lubber
