This is an overly simplistic view, IMO. Colo rentals and backhauling facilities must also be taken into account (how does the traffic derived from the ADSL service get from the telco end office to the P-CLEC? <do we have enough service provider acronyms yet?>.

But the point is well taken, nonetheless.
