Mike, I hate to tell you this but I don't think AGI is a fair means test! But, I see where you are going with it and some good ideas. In general I find the tax code to be grossly unfair towards the working middle class. The wealthy, business owners etc. pay much less than they should, or maybe the workers pay too much but however you look at it I believe it is unjust. But that is too much of a pandoras box and rests on the larger issue of tax simplification so I hate to get into that with this school voucher thing. I will say though that attaching voucher $$ to tax returns will likely attract resistance from those that support it, because my sense is they want the state out of their business on this issue and tax return related stuff is just more paperwork.
