Bearcub, you keep wanting to dwell on what should have been done several years ago. For everyone to be as prepared for Y2K as you, we would have needed an education program, a ramp up in manufacturing, etc., etc., several years ago. It didn't happen. If Y2K turns out badly, whatever institutions are left will do a post mortem and find someone to blame for not having done more when there was still time. You're free to ruminate about it to your heart's content if you want, but that's not facing the question of what should be done to move forward from today when it's too late for everyone to drill an artesian well or install a wood stove (or add more lifeboats).
